[C4] Symposium Break Through Capacity

Dear C4,

It is stated in the description of this event that "The capacity of this event is 200 students, if there are more sign-ups, there will be a draw". Does this mean that the sign-ups are not on a first-come first-serve basis and instead a random chance of being given a place? I don't particularly understand this method if this is the case and will not find it fair if I am not selected even though I have signed up within the 200-person threshold. Could you please clarify how the selection works?
